Actually, perceptually lossy compression is more about discarding
irrelevant/imperceivable information rather than classic redundancy
elimination. Lossless compression is an entirely different thing and
is indeed about finding correlation.
Naturally, entropy encodings of various kinds are useful even in lossy
encoding; the remaining results from culling 'unneeded' information
out of the MDCT are often correlated/symbolic, and it is easier to
treat eliminating redundancy in theis symbolic information as a
seperate/divorced step (as Vorbis mostly does).
