The only problem with the grab a byte offset chunk is that it assumes that
the codebook is a contiguous chunk of data, if it is then it's true a byte
offset and length wouold be able to specificy the packet within the page
framing and pluck it out neatly.

Unfortunately, it is possible for the codebook to extend over multiple
pages, many ogg vorbis files have the codebook spanning over two pages,
which means that the server would actually have to know how to read the ogg
page headers and put together spanning packets.
