[Vorbis-dev] vorbiscomment not respecting file permissions

If they're not writable, vorbiscomment can't do that. However, if you only 
give one filename, and the _directory_ is writable, vorbiscomment will 
replace the old file with the new one, once it's re-written everything.

I can see why this behaviour wouldn't be entirely desirable - patches welcome!
