[vorbis-dev] replaygain support

Hi:

I see one problem with replaygain support.  If it were supported in the
vorbis tools, this would in practice, if not in theory, define the
replaygain tag(s) as official.   Such tag(s) are outside the stipulated
use of the Vorbis tag system.  This means that Xiph would be going against
their own policy on tagging.
