No, they don't. I checked that (but forgot to mention it) as the 25th
track was rather short and I thought that perhaps whatever oggenc used
to generate the stream serials produced the same result of called twice
in quick succession.
But it appears that oggenc generates the stream serial once for the first
stream then increments it for each subsequent stream thereafter within
the same invocation.
The tracks were encoded using using oggenc twice, once for tracks 1-13,
and once for tracks 14-26 (it was a double CD). Once oggified, the
tracks were concatenated in several different orders, but it was always
the 26th logical stream of the physical bitstream where the message
started to be issued (which was a different track in each case).
