[vorbis-dev] vorbis.m4 macro glitch

Which vorbis.m4?  The one included in the "official" 1.0 distribution
tarball, dated 2002-07-09, is seriously broken (it calls
vorbis_encode_init() with a bitrate of 128).  The one in CVS, dated
2002-07-29, includes vorbisenc.h and has a sane init, so it should work.
