And it totally defeats the purpose of a lossless compression
algorithm. If it's going to be lossy anyway we might as well use
Vorbis only.
You could just use 17-bit values and then use a specialised Huffman
coder (or likely something more advanced) to reduce entropy. That
would be a correct solution and it would still be efficient.
