[vorbis-dev] Oggenc Broken on Win32

I almost hate to be pushing on my pet peeves, but I really don't want 
Vorbis 1.0.1 going out with a broken oggenc.

I know (some of) you don't like my patch, but the bug stands: oggenc is 
broken.

I'm willing to help. I'm willing to redo the patch. Just point me in the 
right direction. Or do it yourself. Whatever. But please don't ignore 
bugs hoping they will magically go away.
