Well, I was hoping not to have to write any code to make such a file.

As it turns out, Mandrake 9.0 was silly and shipped with an RPM of FLAC
1.0.4 _beta_ and not the final release. Someone in #vorbis pointed out
that flac in 1.0.4 _final_ actually has a -T option for adding Vorbis
tags that works great when making FLAC or Ogg FLAC files. metaflac
appears to only work on FLAC files (as of 1.0.4 anyway).
Anyway, problem solved. I've been able to since test the comment
copying on both FLAC and Ogg FLAC.
