[vorbis-dev] oggsplit, where should I throw it?

OK, sounds like a reasonable policy :) I've been working during the day
to make the tool somewhat stable by trying to break it with insanely
broken oggs I manufactured with dd and cat.
I never could understand how all the autotools interoperate, so I'll
look at oggmerge to see if I can figure it out.
