[vorbis-dev] two questions re vorbisfile API

Remember, Vorbis comments are in the FLAC layer, not Ogg, so
it's the same for native FLAC and Ogg FLAC.  The FLAC spec
currently does not explicitly disallow multiple VORBIS_COMMENT
metadata blocks; I need to fix that in the docs.
