[vorbis-dev] port to dmc compiler

I successfully compiled the vorbis package with the free dmc compiler (www.digitalmars.com). 
Attached are the makefiles(just place them in coresponding win32 dir ot the module) and the required patches.
I'll be happy if you include them in the main distribution.

Tell me if you need more details.
