vorbis.com is not down, but the servers were recently moved to a new
provider - your DNS may not have updated yet.

They did build at one point - they're probably now somewhat out of date.
Updating them for the current version should be easy - the files used
are probably somewhat changed now, but there shouldn't be any other
substantial changes.
