[vorbis-dev] ogg vorbis on the pocket pc

it actually skips a lot, most likely because of the emulated
floats, i have a cassiopeia e-125 (150mhz), i'd say
its not far from being able to truly run realtime. but
i'd have to fix the 2 block problem in the player before
being able to tell.
the ipaq is 206mhz i believe.
