Aha!  After seeing your patch, I realize what the problem is.

It's the gettext application that's missing, not the libraries.

Ralph, I didn't look too closely to your patch; this test for gettext
should only be run by autogen.sh, not by ./configure.  I think you got
it right, but just double-checking :)
