[vorbis-dev] cvs: debian updates and autogen.sh trouble

I think that after the fix I made to autogen.sh it can replace configure
in the rules file for users who are compiling from cvs. So I can change
the autogen.sh part of the rules back to a comment similiar to how it
was in rc3.
