list a couple of possible answers:

If you're using the win32 dlls, ov_read_float() was not correctly
added to the dll export list. This has since been fixed and will be
in the next release.

Also, ov_read_float() changed between rc3 and 1.0, because the rc3
version had a broken API. Now it takes one additional argument.
