I believe the minimum libvorbisenc will currently take is -1:

$ oggenc -q -2 a.wav
Opening with wav module: WAV file reader
Encoding "a.wav" to
         "a.ogg"
at quality -2.00
Mode initialisation failed: invalid parameters for quality
             ^ - m-w.com doesn't have initialisation,
                     but it does have initialization
                 and that's how I've always seen it spelled
                 but that might be a matter of personal preference.
