[vorbis-dev] Problems/how to contribute

I'm trying to use RC3 to encode at low bitrates (16kbits from a 44100/16bit
mono .wav) and have been pounding my head against the rc3 sources, which
(for oggenc) generate very different sized output files (10k vs. 23k, which
also *sound* like 16kbits vs 64 kbits) depending on whether you're running a
release or debug version of oggenc.  That would seem to indicate an
uninitialized variable problem somewhere.  So I tried checking out the head
of the source, hoping perhaps that had been fixed and instead was incredibly
frustrated to find that the project files for

vorbis/win32/vorbis_static.dsp
vorbis/win32/vorbisenc_static.dsp
ogg/win32/ogg_dynamic.dsp
ogg/win32/ogg_static.dsp

and the win32sdk opitons file:

win32sdk/all.opt

STILL link against the wrong run-time libraries (static vs. dynamic).
Looking back through the archives this has been reported over and over.

I'm happy to fix this myself - along with the other vorbis bugs I'm
chasing - but I don't have the ability to check into CVS.

a) who has ability to fix the runtime linking issue?
b) has anyone fixed (or figured out) the problem with low bitrates and debug
builds?
