It's patented.  Apple seems to like to enforce these weird patents.

I imagine that apple tried to convince MPEG to use this structure in
part because they owned the rights to this intellectual property.

It doesn't matter how good it is if it isn't Free.

(Note:  You bring up other good points which I hope to read discussion
on.  But I didn't want you slipping this through as if we deliberating
forgot to consider QT as a choice or something.  QT is just unusable
from an intellectual property standpoint.)
