I don't know any of the details of how to do it, but it's certainly 
possible to call C functions from delphi (it might require a little
bit of work, and you'll need to compile the C stuff with a C compiler,
of course). 

If you're really masochistic you could just do a manual C->delphi
translation of the relevent bits of vcedit.c.
