Right now, (due to laziness..erm... 'maximizing application of limited
resources'), Vorbis I is specced to use the degenerate Ogg stream
case. This 'degenerate' form does not contain a master Ogg TOC and
only contains one media stream (in this case Vorbis, thus the first
page is a vorbis header).
For the degenerate case, the magic described above is certain to be correct.
