iconv() is a part of the XPG2 standard from X/Open, so it should be pretty
much everywhere (it's been around since 1988 according to
http://www.opengroup.org/security/secbrand.htm) The problem seems to be
that there is no minimal number of charsets to support to be conforming to
the standard, i.e. there is no guarantee that UTF-8 or even ISO-8859-1 is
supported and if it is, under what name.
