This seems a nice bunch of programs, I'll start using them for myself.
The license is very permissive, should be BSD-compatible, I doubt GPL
compatibility.

Another good UTF-8 handling code I know about is contained in the Allegro
gaming library (http://alleg.sourceforge.net/allegro/license.html) - in
the work-in-progress version.  The license is "giftware", similarly
permissive.  It contains encoding-aware versions of most strings.h
functions and even of printf().
