Low bitrate low-quality modes are supported. Just feed it appropriate input
(e.g. 22.1kHz mono - that should be around 30-40 kbps, at a guess, if you
also select a low-bitrate mode using -b). _constant_ bitrate modes are not 
yet supported, and won't be until some additional features exist in libvorbis
(these features are planned for 1.0, and will be in the next beta/release
candidate)
