ov_bitrate only tracks audio pages, and as such leaves out the file
headers; this is the only data it ignores (it does count paging
overhead).  For a very small file, the headers can be a significant
amount of the file (in beta 4, the header is ~12kB.  In rc1, this will
be reduced to ~4kB).
