[vorbis-dev] OggDrop not as good as it should be.

I've yesterday patched OggDrop with more then the following changes:
Scaling bitrate according to channel count.
Fixed some leaks in the encoder thread (I think).
Added 112 kbit/s bitrate.
Cleaned up some code.
Loads/saves settings and window pos to the registry.
Nicer fish anim.
Smaller EXE size.
