[vorbis-dev] OggDrop not as good as it should be.

It didn't get missed.  I looked at it just before release, and decided
to pass on it, partly for time constraint, and partly because i wasn't
sure halving hte samplerate was appropriate.

The other part of the patch was good, but I didn't have the time to pull
them apart.
