[vorbis-dev] OggDrop not as good as it should be.

I sent a patch to OggDrop long ago and (I forget who) said that it would
be added to the next build.  Very simple patch, why did it get left out?

It...
1. Doesn't add a file if is already in the list.
2. 1/2 the compression rate if the stream is mono.
