[vorbis-dev] rtp payload format

Well, I don't have any comments on the content, I'm not an expert on
realtime streaming, but I caught a few typos:

The key worKs "MUST" (part 1, second paragraph)
have the MarkeT (M) bit set (part 4, last line)
