[vorbis-dev] cool edit 2000 read filter

here is my VC6 source code to a cooledit 2000 plugin

it just requires the cooledit filter sdk and vorbis

it only reads ogg files currently, i hope to get time
to implement write too, if someone else wants to
add its thats fine too.
