All 1.0 player will be able to skip substreams they don't understand.
That's one of the final 'features' for the reference implementation to
get.  It only affects libvorbisfile, so we need to document this so that
the sample code and our recommendations to others are to detect and skip
substreams.

We might find a pretty way to make this in libogg.
