My point what that machinability requires a timezone.

There's also a quick reference at http://www.w3.org/TR/NOTE-
datetime.html. The sort-order thing decides it for me. RFC 822 is more 
readable (for english-speaking americans anyway) so that's an argument 
for using it in the comment header. A player should of course make a 
best effort to parse the date string and convert to an internal 
representation for comparison.
