When you know only parts of the date/time you could simply omit the rest. E.g.
if you only know the year "yyyy--" or if you only know the time "hh:mm". The
entry is still easily parsable when all stick to that convention. But in favour
of backwards compatibility you can, of course, call it ISODATE or whatever.
