[vorbis-dev] updated oggenc UTF-8 patch, now on webpage

The work with the UTF-8 patches continues.  After some more testing
I've found and fixed one nasty bug.
I have created a webpage with the patches along with descriptions and
other info at http://noa.tm/vorbis-utf8/
If you have the time, please download and test the code on your system
and tell me how it worked.
