[vorbis-dev] new oggenc comment tag options

Please.  Don't eliminate spaces.  Why would you do that?

In any case, it's worth noting palmpilots don't have the _ character (at
least a way of generating it via the keyboard/Grafitti (TM).  Oh, but
spaces ARE generated.
