[vorbis-dev] postbeta2 branch merge

I'm currently merging the postbeta2 branch back into the mainline.  The
structure of CVS is now officially somewhat different.  libogg is in the 'ogg'
module, vorbis in the 'vorbis' module, tools in 'vorbis-tools', libao in 'ao'
and plugins in 'vorbis-plugins'.

I'll be updating the website and snapshot scripts next.
