[vorbis-dev] Minor fixes for libvorbis-1.0beta3/anoncvs 2000-11-08

Monty did a commit at 5am that added those files.  CVS was only out of
date for a few hours :)  It's been fixed :)

The COPYING file was wrong (and I was almost positive I checked it last
night) so that's been fixed.  Thanks for the catch :)
