[vorbis-dev] win32 addendum

I should investigate before typing.  It appears that only
the debug version of the ogg library (and not vorbis or
vorbisfile) is using the nonthreadsafe libraries.  Thus
it's pretty clearly a mistake and not a design decision.

I will fix it as soon as I get around to figuring out
wincvs again.
