[vorbis-dev] Bug fix, win32 stuff

Okay, so after all this discusison I am still confused
about what we have decided.  So to make it ultra clear:

(1) Public include file (os_types.h): I should ditch
this file and make the types be defined in the project
file?  Or leave it?

If I define them in the project file, I don't know how
to do that except as #defines... which has the icky side
effect that debuggers will not understand the types
by the names that vorbis uses (whereas with typedefs, 
I believe they usually will).

(2) Private include file (os.h): We leave this pretty
much the way it is?
