[vorbis-dev] Compiling with GCC on win32?

actually, using the latest cygwin distro, vorbis configures/makes straight
out of the box.
no need for any linux makefiles.

p.s. o.k., one of the example progs (seeking_test) has to be fudged because
drand48 is missing from the cygwin libs.
