I don't know if it's any help, but Aaron Holtzman just added a 'libao'
module to his ac3 decoder. It does a sort of output-plugin thing, and 
might provide the basics of what you want. I believe xmms does something
similar.

Otherwise I don't know about anything besides the big crossplatform
libraries like SDL and OpenAL.
