[vorbis-dev] a branch reminder

A reminder to folks, especially those cleaning up CVS, optimizing, and 
rearranging libs...

Only bugfixes at this point go on the CVS mainline (beta 2).  The more 
exciting work is all on the branch_postbeta2; commits of new features and 
optimization work should go onto the branch (or a subbranch if it will really 
disrupt things).
