Yes, a brief basic and simplified explanation (other people should give
better explanation) - On "easy parts" it uses below 128 kbps and on
"hard parts" above ..
on fixed 128 kbps called CBR, it uses 128 kpbs on "easy parts" wasting
some bytes, on hard ones, suffer lack of bytes to good encoding

I can't find basic vorbis documentations ! So, I suggest the sites :

www.sulaco.org/mp3 (LAME HP - one section explains ABR (Average bit
rate))
www.r3mix.net (a good basic explanation of mp3 structure, including VBR
(variable bit rate))
