[vorbis-dev] Bugfixes, optimizations, improvements for 19991011

Tonight's libvorbis CVS commit includes:

A bugfix for the overlap/add in synthesis; I was using the wrong overlap shape
and it produced an audible low frequency flutter.  Now corrected.

Optimization of the LPC coefficient-> spectral envelope routines.  End result:
decode is about 6x faster.

Short blocks are now enabled and used.  Time domain envelope encoding is not 
yet turned on.
