[vorbis-dev] Vorbis developers mailing list is now active

I finally got MajorDomo, Hypermail and read-only CVS access fully set up for
Vorbis.  This here is the first official mail of the developers mailing list
(vorbis-dev at xiph.org).

Next priority is updating the web pages a bit pointing out the CVS access, then
more documentation.
