[Tremor] LOW_ACCURACY mode and MDCT improvements

 Good idea.  Detection of an ARM CPU core seems to be a serious problem for various companies using Tremor.  I've seen some shipping battery powered ARM devices using plain c for everything (!)


 I've updated the patch to have proper SVN properties, and to not include one of the .lo files by mistake.

 Dave and others have confirmed this is on the order of 10% faster on various arm9 and cortex family CPUs, and probably a lot faster on arm7 given our experience in rockbox.  Unless someone finds some other mistake, I'll open a ticket for it.
