[Tremor] Packets and Pages (and tigers, oh my!)

To anyone who knows for sure:

Can a new packet begin on a page in which a spanned packet ended?

In other words is it ever valid for an encoder to set N lacing values, and
somewhere N-M (M > 0) there is a lacing value less than 255, however
additional lacing values follow?  Or are *all* encoders required to start a
new packet on a new page?
