[Tremor] codewords arrangement

Hi All,

I am porting the tremor lowmem code. In make_decod_table ( ) the codewords are arranged into two words depending on leafwords and nodebytes and rearranged back into a single codeword while decoding the codewords in decode_packed_entry_number. This will consume more memory as well as increase the MIPS. Why this is being done in this case? Someone pls help me on this.
