[Tremor] Tremor encoder work in progress?

I need to implement vorbis encoder to a DSP that have a fixed point
chip, and I noticed that Tremor implements only a decoder.
There is nobody that working to port vorbis encoding in a fixed point
algorithm? I have zero experiences with C programming, how many time is
needed approximately to do this ?
